iconv_set_encoding -- Set current setting for character encoding conversion

iconv_set_encoding ( string type, string charset )
iconv_set_encoding() changes the value of the internal
configuration variable specified by type to
charset. 如果成功则返回 TRUE，失败则返回 FALSE。
The value of type can be any one of those:
