attribute is the suffix for positive numbers. If the formatter does not
understand the attribute,
U_UNSUPPORTED_ERROR
error is produced. Rule-based formatters only understand
NumberFormatter::DEFAULT_RULESET

NumberFormatter::PUBLIC_RULESETS
.
