The following development manuals are available:

The Developer's Reference describes how to contribute to the Debian GNU/Linux distribution. This includes an introduction for becoming a new developer, the upload procedure, how to handle the bug tracking system, mailing lists, Internet server, etc. This manual is thought as a reference manual for all Debian developers, newbies as well as oldpros.

The Policy Manual describes the policy requirements for the Debian GNU/Linux distribution. This includes the structure and contents of the Debian archive, several design issues of the operating system, as well as technical requirements each package must satisfy to be included in the distribution.

Introduction: Making a Debian Package gives an introduction on how to create a Debian GNU/Linux package.

The Packaging HOWTO explains how to create a package for the Debian GNU/Linux system. This manual focusses on using debmake.

The Packaging Manual explains how to create a package for the Debian GNU/Linux system. This manual focusses on using dpkg-dev.

The dpkg Internals Manual describes the internals of dpkg and how to write new tools for package management using the dpkg libraries.

The Menu System Manual describes the Debian GNU/Linux Menu System and the menu package.
