In summary:

Symbian Signed defines Passive Content (PC) as any SIS file that does not contain any executable (active) components.
The Symbian Signed test criteria defines PC as "pure data files and/or content that does not reconfigure or cause the application to change its normal behaviour".

Note however that if a SIS file contains both passive and active components (see list below), then the SIS file is treated as active content - and will therefore require more rigorous testing in order to be Symbian Signed.

What types of files are treated as "Passive content"?
The following file types are currently recognised by SymbianSigned as PC:

Themes/Skins
Documents (.pdf, .doc,.txt)
Maps
Flash content
Application auxiliary files (.rsc, .mbm, AIF files)

The following types are recognised as active content:

Applications (.app, 9.x .exe, .ctl etc.)
Executables (.dll,.ldd, .exe, .mdl, .rdl etc.)
MGS Games (contain executable code)

How can I sign Passive Content with my ACS Publisher ID?
You can manually create a signed SIS file using the makesis tool, as for any other content.

How do I submit Passive content to Symbian Signed?
Submit the content SIS file on www.symbiansigned.com, selecting "passive content" on step 5. There is more detail on the FAQ.
