Question:
Is there a way to view the Task List on the UIQ emulator?

Answer:
Yes.
Ctrl + Alt + Shift +T will bring up an app list similar to the one from ER5.
This will only work on the udeb version of the emulator.
The main benefit of having this facility available is to be able to close down applications, or bring them to the foreground.
This feature will not be supported in any final product.
