Question:
Can a User-interface "Theme" or "Skin" be Symbian Signed?

Answer:
Yes.

Themes and skins are content that can be packaged in a SIS file, and as such may be SymbianSigned. The latest versions of Theme creator from Nokia even provide an option to sign your file with a valid ACS Publisher ID (if you have problems with the tool then contact Forum Nokia support).

Themes/skins are treated as "Passive Content". FAQ 1238 explains how Passive Content can be SymbianSigned.
