Question:
I've changed my SIS file in some way, e.g. added new license text, fixed bugs, etc. Can I re-package the new content and get it resigned for SymbianSigned without incurring any additional testing and/or cost ?

Answer:
No.
If the SIS file is modified in any way then it is no longer Symbian Signed. In order to update the SIS file, you need to get it re-signed and re-tested. Note that if the change is minor, the test house may be able to detect this and reduce the cost of retesting.

Digital signatures are tamper proof, because they include a "hash" of (information about) the SIS file that is signed. If the content changes, the hash will not match the signed content, and the substitution is detected. For links to other information on signing and certificates, see FAQ 1230.
